Recently, the Procuratorate Daily disclosed such a case. In December 2019, in order to facilitate the deposit and receipt of the demolition money, Liu went to the bank to apply for a savings card, and at the same time purchased a mobile phone card starting with 153 with his real name, and used this number to register a payment software account and bind it to the savings card. 5 months later, Liu felt that it was a waste for the mobile phone card to be idle for a long time, so he went to the business hall to cancel the mobile phone number.
Until July 2023, Liu was in urgent need of money, and suddenly thought that he still had a demolition fund of nearly 600,000 yuan in his savings card that could be withdrawn. She hurriedly took her debit card to the bank to withdraw money, but the counter staff told her that the money in the card had been transferred out one after another.
Liu was taken aback, and immediately asked the staff to inquire about the transaction records in the card in the past three years, and found that the money was transferred out one after another from 2021 to 2023, and it was transferred from a payment software account bound to a 153 mobile phone number. At this time, Liu suddenly remembered that he had not unbound the payment software account when he canceled his mobile phone number three years ago, and the account had been bound to this savings card. Liu then called the police on August 4, 2023.

After investigation, the police believed that Yang, the later user of the 153 mobile phone number, was suspected of committing a major crime. After being summoned, Yang admitted that he had taken the money after arriving at the case.
On January 24, 2024, the public security organs transferred Yang to the Yongkang Municipal Procuratorate for review and prosecution on suspicion of theft. After review, the prosecutor found that more than a year after Liu cancelled the 153 mobile phone number, the operator put the mobile phone number back into market circulation in October 2021, and was later registered and used by Yang in his real name.
According to Yang's confession, when he used the mobile phone number to register a payment software account, he found that he had already registered, and he thought this was a normal situation, so he logged in through mobile phone verification codes, setting new passwords, etc. Until an online purchase, when Yang chose to use the account to pay, he found that the account that had never been charged could be successfully paid. After careful research, Yang found that the account was originally bound to someone else's savings card.
After investigation, from December 2021 to June 2023, Yang transferred a total of more than 590,000 yuan from the savings card under Liu's name to a payment software account, and then withdrew more than 390,000 yuan in 371 cash through the account. After the incident, Yang's family has returned all of Liu's losses.
The Yongkang Municipal Procuratorate believes that Yang has secretly stolen other people's property many times for the purpose of illegal possession, and the amount is huge, and he should be investigated for criminal responsibility for the crime of theft, and will be prosecuted in accordance with the law on January 30, 2024.
On March 15, the court sentenced Yang to three years and six months in prison and a fine of 100,000 yuan for theft.
