On a spring afternoon, the sun is shining brightly. In the first phase of the Pearl River Delta Water Resources Allocation Project Dongguan Supporting Songshan Lake Water Plant, the project has been completed and entered the commissioning stage. Every drop of water gushing from the Xijiang River will go through many "tests" here, and finally become qualified factory water and be delivered to thousands of households.
The introduction of Xijiang water can not only meet the long-term water resource needs of Dongguan, but also enable Dongguan to realize the dual-source water supply pattern, and greatly improve the urban water supply guarantee coefficient. By the end of 2025, a total investment of about 9.2 billion yuan will be made to carry out the construction of 8 major water supply projects for people's livelihood to ensure the safety of the city's water supply and let "high-quality water" flow into thousands of households.
"Ensuring water supply": At least 500 kilometers of old pipe networks will be renovated this year
Urban water supply is the foundation of people's livelihood, and "ensuring water supply" is to ensure people's livelihood and safety.
At present, Dongguan Water Group manages 34 water supply plants with a water supply scale of about 7.6 million cubic meters per day, of which 2 water supply plants are under construction (scale of 1.6 million cubic meters per day), which are expected to be put into operation within this year, the length of the water supply pipe network is about 23,000 kilometers, and the water supply scope covers 32 towns and streets (parks) in the city, serving about 1.32 million water users and nearly 10 million people. In 2023, the total water supply will exceed 1.4 billion cubic meters.
The water supply network is the "lifeline" of the city. In recent years, Dongguan Water Group has steadily promoted the renewal and transformation of the old water supply pipe network, and plans to "upgrade" the pipe network with a length of more than 2,500 kilometers. Among them, about 725 million yuan has been invested in the past two years to renovate about 1,500 kilometers of water supply pipelines, and this year will continue to promote the renewal and transformation of no less than 500 kilometers of old pipe networks, continuously improve the safety and reliability of water supply pipe networks, and effectively improve water supply quality, water pressure and pipe network leakage control.
In order to ensure the safety of water supply, Dongguan Water Group also reasonably allocates the water supply volume of each water supply plant through the water supply pipe network of China Unicom to meet the water demand of each town and street within the water supply range. Through about 1,000 online monitoring points, 24-hour online monitoring of water volume, water pressure and water quality of the pipe network can be realized, and the water supply status of each water supply plant and pipe network can be grasped and regulated in a timely manner, so as to ensure safe and high-quality water supply with technology empowerment.
Leak detectors are the guardians of the city's "lifeline". In 2022, Dongguan Water Group Water Supply Co., Ltd., a subsidiary of Dongguan Water Group, established a leak detection project working group. In order to protect the safety of the city's water supply, the members of the working group shuttled through the streets and alleys of Dongguan day and night, "looking, hearing and asking" the water supply pipe network, discovering leaks in the pipe network and repairing them in time to reduce the waste of water resources.
At the same time, the water supply company has also established a pipe network leakage control management system, and improved the operation guarantee capacity of the pipe network, effectively consolidated the leakage control effect, and reduced the waste of water resources through various measures such as leakage analysis system construction, operation standardization capacity building, operation and maintenance intelligent capacity building, and leak detection professional capacity building.
In 2023, the leakage rate of the pipe network in the water supply scope of Dongguan Water Group will be 9.6%, reaching the national goal of "controlling the leakage rate of the public water supply network within 10% in 2025" ahead of schedule, a decrease of 2.03 percentage points from 2022, and a reduction of more than 30 million cubic meters of annual leakage water.
"Investment Year": It will focus on investing in 8 major projects to ensure the safety of water supply in the city
This year, Dongguan Water Group will focus on the "investment year" and invest about 9.2 billion yuan to carry out the construction of people's livelihood water supply projects by the end of 2025 to ensure the safety of water supply in the city.
Among them, it will focus on investing in 8 major projects, including 4 Dongguan supporting projects of the Pearl River Delta Water Resources Allocation Project (Songshan Lake Water Plant Phase I Project and its Water Distribution Pipeline Project, Luhuakeng Water Plant Phase I Project and its Water Distribution Pipeline Project), 2 sections of raw water pipeline projects (Jiangku Network Raw Water Pipeline Project around Songmushan Reservoir Section, Lianhuashan-Luhuakeng Water Plant Section Raw Water Pipeline Project), as well as Dongguan Water Supply Network Renewal and Transformation Phase I Project, Dongguan Water Supply Facilities Renewal Project.
The Dongguan supporting project of the Pearl River Delta water resources allocation project has attracted much attention. For a long time, Dongguan has a single water source, spatial imbalance, more people and less water, the contradiction between supply and demand of water resources is prominent, more than 90% of the city's water depends on the transit water Dongjiang, and the water is in a passive situation of "the upstream is affected by the Dongjiang water, and the downstream is threatened by the salty tide".
In May 2019, the Pearl River Delta Water Resources Allocation Project was fully started. After four and a half years of hard work, on January 30 this year, the water supply activity of the Pearl River Delta Water Resources Allocation Project was held at the pumping station of Gaoxinsha Reservoir in Nansha, Guangzhou, which was completed half a year earlier than the original plan.
It is expected that in the middle of this year, the Dongguan supporting water plant and water distribution pipeline of the Pearl River Delta water resources allocation project will be put into use one after another. At that time, Dongguan will be provided with about 330 million cubic meters of Xijiang water every year, benefiting about 5 million people, changing the pattern of Dongguan's previous single water supply source and realizing the dual water source guarantee of Dongjiang and Xijiang.
In addition, in the renovation project of water supply facilities, Dongguan Water Group will promote the preparation of the "one plant, one policy" transformation plan of each water plant, and plans to invest 410 million yuan to promote the renewal and transformation of water supply facilities of water plants, so as to promote a more scientific and perfect water production process and a more efficient and safe operation of facilities and equipment.
At the same time, promote the drainage reduction work, optimize the sedimentation tank sludge discharge and filter backwashing parameters of the water plant, complete the reduction and transformation of the sludge water discharge of Wanjiang Water Plant, reduce the discharge of sludge water, complete the backwashing and reuse system of the filter of the Shipai and Shijie Water Plant and the reuse of the supernatant of the sludge water discharge water of the fourth water plant of the city, improve the proportion of drainage recovery, effectively reduce the cost of raw water, and achieve cost reduction and efficiency increase.
"Millions of Projects": Contribute to the coordinated development of urban and rural areas in Dongguan
At present, Guangdong is implementing the "Millions and Thousands Project" ("High-quality Development Project of 100 Counties, Thousands of Towns and Villages") as the "number one project" to promote high-quality development.
This year, Dongguan Water Group will follow the deployment requirements of the provincial and municipal implementation of the "Millions of Projects" to promote the coordinated development of urban and rural areas, focus on building "connecting millions of people" and "green and beautiful people", continue to promote the construction of water resources allocation network, as well as the construction of green ecological and environmental treatment facilities, continuously improve the capacity of water supply and drainage services, and contribute to the coordinated development of urban and rural areas in Dongguan.
Among them, in terms of "connecting millions of people", Dongguan Water Group will deepen the "one water supply network" and continue to improve the city's water supply security capacity. On the one hand, we will accelerate the construction of water supply projects, continue to promote the construction of the first phase of the Luhuakeng Water Plant and its water distribution pipeline project, the construction of the first and second bid sections of the main section of the two sections of the raw water pipeline project, including the raw water pipeline project of the Lianhuashan-Luhuakeng Water Plant section, and the renovation project of the water supply pipeline network of Huanhu Road in Songshan Lake High-tech Zone. On the other hand, we will continue to optimize the quality of water supply services, promote the renewal and transformation of the city's water supply pipe network, and lay a solid foundation for achieving the goal of "the same city, the same network, the same quality, the same price and the same service", so that "high-quality water" can flow into thousands of households.
In terms of "green beauty", Dongguan Water Group will make every effort to promote the upgrading of sewage treatment. Among them, 13 new expansion of urban sewage treatment plant projects will continue to be carried out in an orderly manner, and strive to be put into operation by the end of next year, and the second phase of the Wanghong Sewage Treatment Plant and the first phase of the Daping Sewage Treatment Plant in Tangxia Town will be continuously promoted.
In addition, Dongguan Water Group is committed to improving the utilization rate of reclaimed water in Dongguan, and under the guidance of the concepts of "ecological river governance", "circular economy" and "water-saving action", it promotes the transformation of its traditional sewage treatment plants into new water source factories, so as to achieve both economic and social value improvement.
In the early stage, Dongguan Water Group has launched 14 reclaimed water utilization projects. Among them, the reclaimed water utilization project covers the five demonstration areas of the "Millions and Thousands of Projects" in Tangxia, Fenggang, Zhongtang, Chang'an and Houjie, and the largest reclaimed water utilization project (12,000 cubic meters per day) of the Wanghong Sewage Treatment Plant is expected to be put into operation by the end of this year. After the project is put into operation, it can vigorously promote the utilization of sewage resources, improve the capacity of sewage resource utilization, alleviate the contradiction between supply and demand of water resources, reduce water environment pollution, ensure water ecological security, and effectively help Dongguan build a demonstration city for reclaimed water recycling in the province.
At the same time, Dongguan Water Group will also orderly promote the preliminary work of the city's sludge centralized treatment and disposal project and the bidding of the main equipment, and strive to start construction in the first quarter of this year and complete the main project by the end of next year, so as to promote the formation of a terminal closed loop of sludge disposal in the city.
