Reasonable cost sharing to make delayed service sustainable
Delayed service will inevitably bring more operating costs. Whether the cost can be reasonably allocated is directly related to the sustainable development of this measure to benefit the people. Through early exploration, Pudong has gradually explored a feasible operation model, and the increased cost of delayed service is mainly digested through three channels: the district makes up a little, the town sticks a little, and the masses pay a little.
Taking the Lujiazui Financial City Cultural Center as an example, the delay in service directly leads to an increase in the cost of water, electricity, cleaning and other aspects. The District Bureau of Culture, Sports and Tourism and Lujiazui Sub-district have given strong support, subsidizing 100,000 yuan in water and electricity bills respectively to ensure the smooth operation of the cultural center. In terms of pricing the delayed service of public cultural facilities, Pudong New Area proposes to implement the basic principle of 50% discount on the market price of the same area and the same service under the premise of extensive participation of social entities and cost sharing by multiple parties, so as to consolidate the public welfare attribute of the delayed service of public cultural facilities.
Jinhai Culture and Art Center is located in Caolu Town, Pudong New Area, serving several large communities in the surrounding area, with many relocated residents and foreign residents, and many family and parent-child cultural needs. Since 2019, the Gimhae Culture and Arts Center has successively opened courses such as pottery making, robot programming, and drone piloting at night. The number of lessons for these courses ranges from 7 to 12 sessions, and the tuition fee is generally less than 500 yuan.
