"Three highs, four new and six clusters" draw a new map of modern industry and build a cornerstone of new quality productivity

On March 18, the construction project of Shenzhen Qingyi Optoelectronics Co., Ltd.'s "flat panel display and semiconductor mask" production base (Nanhai, Foshan) with a total investment of 3.5 billion yuan started in Danzao Town, Nanhai District. The project not only fills the industrial gap in the field of semiconductor photomask in Nanhai, but also sets a record for the average investment per mu of Foshan's industrial investment projects.

This is the Nanhai District of Foshan, as a well-known manufacturing area in the country, is actively promoting the practice of the industry to a new one. In fact, since the beginning of this year, "new quality productivity" has become a hot word, pointing to new science and technology, new production methods, and new industrial forms.

At the beginning of the year, Nanhai District established the development orientation of the modern industrial system of "three highs and four new", and coordinated the development of six characteristic industrial clusters, so as to build a new pattern of comprehensive development driven by innovation, industrial upgrading and urban-rural integration. A modern industrial grand plan of "three highs, four new and six clusters" is accelerating the gushing of new quality productivity in the South China Sea, "taking the lead" and "opening a new game" for the high-quality development of Foshan and even the entire Guangdong-Hong Kong-Macao Greater Bay Area.

From "two highs and four new" to "three highs and four new" A new round of choices for industrial upgrading in the South China Sea

After more than 40 years of industrialization, the traditional development model has touched the "ceiling". In the new stage of development, the construction of a modern industrial system is of great significance to the South China Sea, which is the runner-up of the top 100 comprehensive strength areas in the country.

Dating back to 2018, Nanhai District reviewed the situation and deeply realized the bottleneck of the original industrial structure of "big but not strong, big but not new", and proposed for the first time to build a modern industrial system of "two highs and three new", that is, high-tech manufacturing, high-quality service industry, as well as new energy, new materials, and a new generation of electronic information. In 2019, the "new biomedical industry" was added, and this industrial system was gradually improved into "two highs and four new". By 2022, the added value of the "two highs and four new" industries has exceeded 100 billion yuan, accounting for nearly 40% of GDP, becoming the "four beams and eight pillars" supporting the economic building of the South China Sea, and promoting a fundamental transformation of the industrial structure.

At the beginning of this year, the South China Sea incorporated high-level agriculture into the country, and established a modern industrial system of "three highs and four new". This initiative not only stems from the positive response to the province's number one project - the "Millions of Projects", but also from the deep understanding and practice of realizing the coordinated development of urban and rural areas. Gu Yaohui, Secretary of the Nanhai District Party Committee, clearly pointed out that the inclusion of high-level agriculture in the modern industrial system is not only related to rural revitalization and urban-rural integration, but also an inevitable choice for Nanhai to achieve higher-level and higher-quality development in the context of the new era.

In fact, to develop high-level agriculture, the South China Sea has a "solid foundation". Nanhai is the country's largest freshwater fish breeding area, freshwater fish fry breeding center, freshwater fish processing and circulation center, with the province's first freshwater fish national modern agricultural industrial park, the annual annual output of fish fry over 190 billion (accounting for 1/7 of the country), the average daily transport volume of southern fish to the north accounts for 50% of the province; Nanhai is the country's largest phalaenopsis production and marketing center, with an annual production and sales of more than 55 million phalaenopsis plants and an annual output value of more than 1 billion yuan; Nanhai is also an important prefabricated vegetable industry base, with an output value of more than 20 billion yuan and nearly 1,500 industrial chain enterprises, ranking fifth in the country and first in the province.

It is foreseeable that the South China Sea, as a strong manufacturing area, regards high-level agriculture as a key chess piece to leverage the upgrading of industrial structure and promote the integrated development of high-quality urban and rural areas.

Key projects are blooming everywhere The construction and practice of six characteristic industrial clusters

Since the start of the Spring Festival of the Year of the Dragon, the struggle scenes accompanied by the construction of the "three highs and four new" modern industrial system have been rolled out in the vast land of the South China Sea. Shishan Town's Shicheng digital film production line project will build an advanced digital film equipment R&D and manufacturing base, which is a new representative of promoting traditional advantageous industries with digital intelligence; Danzao Town's "flat panel display and semiconductor mask" production base project has filled the gap in the local semiconductor industry chain; Lishui Town's Longzheng medicinal food production base has signed a contract to build a health and health food research and development and cultural experience center, symbolizing the new layout of Nanhai in the food and health care industry. In addition, a number of industrial plots in Dali, Jiujiang and Danzao will be delisted and advanced manufacturing will be introduced; Shishan and Guicheng will all have commercial land for sale, and corporate headquarters will be built. These industrial projects that have started construction, signed contracts to settle down, and acquired land for layout are in full bloom like spring flowers, showing the vitality of the South China Sea industry.

Focusing on these projects, they all have one thing in common – new. At the conference on the high-quality development of the whole region of the South China Sea held on February 19, Nanhai proposed a clearer path for the industry to a new one: with the "three highs and four new" as the core, the six characteristic industrial clusters were carefully laid out. For example, relying on Jihua Laboratory to build an information equipment manufacturing industry cluster, cooperating with Xianhu Laboratory to build a hydrogen energy and ammonia-hydrogen fusion equipment manufacturing cluster, promoting the development of intelligent security emergency industry with the help of a national intelligent security industrial park, integrating financial resources to strengthen the modern financial service cluster, carrying forward the local cultural advantages to develop a cultural, tourism and business cluster, and realizing the "successive" development of high-level agriculture through the national modern agricultural industrial park, forming a food and health care industry cluster.

Taking hydrogen energy and ammonia hydrogen fusion equipment manufacturing cluster as an example, in 2009, Nanhai introduced the Guangshun project and announced its entry into the hydrogen energy industry. Today, the South China Sea is dominated by Danzao Xianhu Hydrogen Valley, bringing together more than 150 hydrogen energy enterprises and institutions, with a total planned investment of more than 60 billion yuan in industrial projects, and an industrial cluster with an annual output value of more than 100 billion yuan will be formed after all are put into production.

The six clusters cover "primary, secondary and tertiary industries", which is a systematic deployment made under the comprehensive study and judgment of the industrial advantages and industrial direction of the South China Sea District, and is also a specific starting point for cultivating new quality productivity. With its keen insight and firm strategic strength, the Nanhai District has opened up a new world of industrial development, which has promoted the optimization of the economic structure and quality improvement of the entire region, provided a strong framework and impetus for the economic development of the South China Sea, and released huge development potential.

Cultivating new quality productivity and the internal engine of high-quality development of the manufacturing industry

The core of the new qualitative productive forces lies in the fact that scientific and technological innovation drives the productive forces to leap to a new qualitative state. New technologies and new production methods are not only the key driving force to promote the upgrading of traditional manufacturing industry, but also an important engine to promote the development of regional industrial system in the direction of high quality, high efficiency and sustainability.

In the clearer industrial path planned by the South China Sea, in addition to building a modern industrial system of "three highs and four new" with six characteristic industrial clusters as the starting point, it also mentions the continuous transformation and upgrading of traditional industries, and the promotion of traditional industries with "major technological transformation";

In the development process of the South China Sea, scientific and technological innovation and the optimal allocation of land resources have played a decisive role. On the one hand, in the face of the "ceiling" faced by traditional industries, Nanhai has promoted the interaction and symbiosis between traditional industries and new quality productivity, and built many scientific and technological innovation platforms, such as Jihua Laboratory and Xianhu Laboratory. On the other hand, the layout of future-oriented industries, in addition to the innovation of science and technology, has also changed the previous land supply model, strengthened top-level planning, delineated the red line of industrial land, and provided sufficient space support for the "three highs and four new" industries through comprehensive land consolidation in the whole area.

Take science and technology as the axis and clusters as the wings

Aiming at "improving quality with new", traditional industries, new industries, and future industries will build an interlocking, complementary and synergistic whole in the industrial pattern of the South China Sea. Through the development of the modern industrial system of "three highs and four new", Nanhai District will take science and technology as the axis and clusters as the wings, playing a majestic movement of the upgrading of traditional industries, the rise of emerging industries, and the deep integration of agricultural modernization, further realizing the gorgeous transformation of the industrial structure, and providing a high-quality development model that can be used for reference and promotion for the cities of the Greater Bay Area and even the whole country.
